ADVOCAP Business Development Services

Serves Fond du Lac, Green Lake, and Winnebago counties

The goal of the Business Development Program is to help persons with low incomes gain self-sufficiency through self-employment. The program administers a Business Development Loan Fund which provides loans to start-up and existing eligible businesses. ADVOCAP is designated as a lender by the U.S. Small Business Administration (SBA) and by the U.S. Department of Agriculture (USDA) for the Micro Loan Program:

  • Business plan development

  • Marketing plan development and implementation

  • SBA* & USDA micro-loan application assistance (Loans provided through ADVOCAP)

  • *Funded in part through a Cooperative Agreement with the U.S. Small Business Administration.

  • Locating other financial resources

  • Managerial evaluation

  • Referral services

  • Loan preparation

  • Employment recruitment assistance

  • Completing applications required by various state and federal agencies for identification numbers, sellers' permits, and various tax forms

CAP Services Small Business Assistance

Serves Calumet, Outagamie, and Waupaca counties

  • Technical assistance is available at no charge to low-income individuals starting a business or to businesses committed to creating jobs that will be filled by low-income individuals.

  • CAP’s business development coordinators help individuals:

  • Develop their business plan

  • Assemble a financing package, which can include gap financing from CAP.

  • Business Loans: Community Assets for People: CAP Services’ Community Assets for People (CAfP) provides low-cost capital to households and businesses owned by, or providing significant benefit to, low-income and moderate-income individuals.

Brown County Revolving Loan Fund (RLF)

The Brown County Revolving Loan Fund (RLF) program is intended to encourage the creation and retention of permanent jobs, which provide a wage, appropriate to the skills and experience of the local labor force and that is competitive.

MINIMUM REQUIREMENTS To be eligible for funding, a proposed project must meet all of the following minimum requirements: (1) Private Funds Leveraged.

The applicant must leverage a minimum of one dollar ($1.00) of private funds for every one dollar ($1.00) of loan funds requested. LEARN MORE

Economic Development Revolving Loan Fund for minorities, women, and veterans

The City of Green Bay offers the Economic Development Revolving Loan Fund (EDRLF) to support businesses owned by minorities, women, and disabled veterans.

The EDRLF is funded from excess stadium tax dollars, as allocated by the Common Council. The objective of the EDRLF is to create and retain employment opportunities in the City of Green Bay, with major emphasis on employment for persons from low- to moderate-income households. General Revolving Loan Fund

The RLF provides gap financing in the form of loans to businesses when private financial institutions won’t cover the entire amount needed for the project. Greater Oshkosh Economic Development Corporation (GOEDC) 

Greater Oshkosh Covid-19: Emergency Response Loan Fund

The Greater Oshkosh COVID-19: Emergency Response Loan Fund (ERL) provides $10,000 loans with a 3-year amortization, 2% interest, and deferment of principal and interest for six months. Funds can be used for basic business needs including rent/mortgage payments, utility payments, payroll expenses, and pre-existing purchase orders.

Winnebago County Covid-19 Rapid Recovery Loan Fund

The Winnebago County COVID-19 Rapid Recovery Loan Program (RRL) aims to assist businesses in Winnebago County that are negatively affected by the economic impact of COVID-19. The low-interest loan helps keep businesses financially solvent while complying with the enforced restrictions.

Greater Oshkosh Capital Catalyst Fund

The Greater Oshkosh Capital Catalyst Fund allows for any single business enterprise to obtain funds from a minimum of $10,000 to a maximum of $100,000. Loans, grants, and equity positions are all viable awards from the Greater Oshkosh Capital Catalyst Fund.

Greater Oshkosh Revolving Loan Fund

The Greater Oshkosh Revolving Loan Fund (RLF) is a $2.4 million dollar fund designed to encourage business growth and job creation in the Greater Oshkosh area. It is a flexible gap financing tool for area businesses engaged in high-income and job growth through expansion and/or relocation projects.
